This article outlines the IRS’s proposed regulations on the various state tax credits for charitable contributions after TCJA. Note that this affects both credits enacted after TCJA (such as in New York, New Jersey and Connecticut) and those already existing (in around 30 states), so this affects more than just the three that are getting all the publicity.
